Paul:

Thanks for message. There is thin line between criticism and expressing a serious concern which is being shared by an increasingly large group. Let's work on the solution indeed.  You and others mentioned indeed that ACEA has a complete RDE package ready, and we would be happy to review it. So far, however, I have not seen that package other than elements in various presentations.

Also happy to receive you and your colleagues to learn more about the AQ projections as mentioned before. Would make most sense if we could first review the complete RDE package as that will determine some of the assumptions on your AQ projections and a better basis for comparing with ours.

Will ask Marilena to provide some possible dates/slots in the coming days. Will you send us the RDE package asap pls?

Thanks

Tom

Importance: High

Dear Thomas,

I'd like to come back to you on our RDE air quality assessment and arrange a meeting asap with you, Marianne Wenning and your colleagues.

I heard from my ACEA colleague that Ms Wenning had recently criticised our industry for blocking the RDE Regulation & making progress.

On the contrary, ACEA has a complete RDE proposal ready - everything that is needed to start, with progressive conformity factors, boundary conditions, first step mandatory from Sept 2017 and second step mandatory from Sept 2020 (depending on when complete RDE Regulation is published in OJ) that will have more severe requirements but gives industry necessary lead-time to make significant vehicle changes, in line with conclusions of CARS21/CARS2020 etc.

Our AQ modelling was recently shown in a scientific conference in Germany - and the principles were well received.

It's time to have that meeting we promised, especially to let you know quite clearly that ACEA is not blocking or delaying RDE. In fact we could claim that the current COM RDE incomplete proposal will itself impose a delay by trying to agree the RDE Regulation in a number of steps and a timetable that industry could not hope to meet.

Could you please suggest some possible dates (2 - 2.5 hours I guess) in the next weeks and we'll accommodate your availability.

In the meantime, the short report & slides for the independent consultants AVISO are attached for your information.

best wishes,

Paul
