Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

In 2014, €5,250,000 were allocated to the Maltese Agency for the Welfare of Asylum Seekers (AWAS), in order to build and open a 'New Open Centre at Hal Far' and increase by 400 places the reception capacity in Malta. This money was allocated for the time period 2014-2020. Nonetheless, the New Open Centre wasn't built. How was this sum spent by the Maltese State?
Where does Malta report on the AMIF fund?

EU funding allocated to the Maltese Agency for the Welfare of Asylum
Seekers is implemented under the National Programme of Malta of the
Asylum, Migration and Integration Fund (shared management) under the
responsibility of the designated national authorities.

 

According to the information available to the Commission, the Responsible
Authority of Malta (Funds and Programmes Division, MINISTRY FOR FOREIGN
AND EUROPEAN AFFAIRS)^1 reported the implementation of a project entitled
“New Open Centre at Hal Far” with estimated EU contribution EUR
5,250,000.00 implemented by the beneficiary “Agency for the Welfare of
Asylum Seekers within MHSE”. The project is expected to increase Malta's
open reception conditions as the full capacity will increase and will
improve the overall reception quality whilst managing better the
accommodation for different categories. The project will also improve the
material aid, especially health and other essential services whilst
providing a more professional integration programme.

 

Based on the information submitted, the cumulated EU contribution paid
from the Maltese Responsible Authority to the beneficiary AWAS since the
start of the project in 2017 is EUR 273,098.38.

 

According to the last Annual implementation report submitted by the
Responsible Authority to the Commission in March 2020, “the project is
ongoing and the construction of the Open Center is still on plan. Due to
high influx/logistic purposes & procurement issues, the tender is not yet
awarded, although the boundary wall & guardroom were procured through a
separate process and are completed. The refurbishment registered progress
through the construction of a boundary wall which is ongoing”.

 

Furthermore, the Maltese Responsible Authority reports that “Malta is
still committed to increase the number of new reception accommodation with
400 places. The Responsible Authority keeps following the challenges on
ensuring that such project is fully operational by June 2022”.

 

It is also to be noted that in-line with Article 17 of Regulation (EU) No
514/2014, costs incurred in projects implemented under AMIF are eligible
if incurred by a beneficiary between 1 January 2014 and 31 December 2022.
