The meeting opened at 3.15 p.m. with Mr Vitaliano Gemelli, in the chair.
1. Adoption of draft agenda (PE 329.179)
It was decided to hold over consideration of item 29, Petition 842/2001 by Mrs Upton on the relapsing/remitting multiple sclerosis. The question would be considered in depth at a future meeting.
On a proposal from Mr Perry, it was decided to treat petitions registered under items 40, 48, 61 and 68 of section B, as A items.
The draft agenda thus amended was adopted subject to possible change in the order of items determined by the presence of Commission officials responsible for each.
2. Approval of minutes (PE 26.235)
The minutes of the meeting of 22/23 January 2003 were adopted.
3. Annual report on the activities of the European Ombudsman for the year 2002
Mr Jacob Sderman, the outgoing European Ombudsman, submitted his last annual activity report for the year 2002.
The following spoke: Mr Perucci, representing the Commission, the chairman, Mr Perry, Lord Stockton, the rapporteur, Mr Camisn Asensio and Mrs Descamps.
Mr Sderman replied to questions raised.
4. Draft report on the annual report of the European Ombudsman
Rapporteur: Lord STOCKTON
The rapporteur outlined his draft report on the basis of a draft, as yet available in English only.
The draft report will be adopted at the meeting 21/22 May and will be put to the vote during the July part-session.

The chairman welcomed a group of Finnish visitors Nuori Vihre Vaikuttaja (Young Greens), who were particularly interested in the following item.
7. Petition 873/1002, by the law firm Niemel et Sario Oy, on behalf of "Suomen Luonnonsuojeluliito" (Finnish Association for nature conservation), on the Finnish Governments decision to modify its decision on Natura 2000
Mr Maunu, representing the Commission, indicated that it had not yet finalised its answer but that it was still considering the issues raised in the petition.
Speakers: Mr Nielal, representing the petitioners, Mr Wuori, MEP, Mrs Gonzlez lvarez, Mr Marinos, Mr Nordberg, who registered a complaint with the Commission on the same matter, Mrs Hautala, Mr Sario, representing the petitioners, Mr Wynn, Mr Camisn Asensio, and Mr Niemel.
It was decided to leave the petition open pending further information from the Commission which was asked to contact the Finnish Government, stressing the precautionary principle.
8. Petition 334/2001, by Mrs Steffi Barisch, (German), and one co-signatory concerning measures to protect the environment against increasing volumes of freight traffic
Mr Pirkaniemi, Commission representative spoke.
Decision: Close with Commission reply and forward a copy of the petition to the Committee on the Environment, Public Health and Consumer Policy and the Committee on Regional Policy, Transport and Tourism.

9. Petition 674/2001, by Mrs Barbara Koch, (German), on behalf of the Umweltschutz statt Umweltschmutz environmental protection association on the alleged infringement of Community law regarding an incineration plant in the German village of Amsdorf

Decision: Close with Commission reply and forward the petition to the Committee on the Environment, Public Health and Consumer Policy.
10. Petition 798/2001, by Mr Gerakis, (Greek), on behalf of the Amorgiani local newspaper, on environmental problems in the Greek Cyclades archipelago

11. Petition 433/2001, by MrFrancisco Pastor Pachs, (Spanish) on behalf of Mediterrnia Association Vecinal y Cultural, on a number of development projects in the port of Castelln.

12. Petition 449/2001, by Mr Anton de Bernardo Pena, (Spanish) and one other signatory, on behalf of the Association for the environmental protection of Galicia, concerning the protected enlargement of the port of Ferrol in Galicia, (outer port) in Spain

The Committee commenced a discussion on new procedures designed to ensure more effective processing of petitions. An agreement was reached on the allocation of meeting time to petitions from a given Member State, for a trial period commencing in April.

The rapporteur outlined a motion for a resolution.

Petition 303/2000 by Mr Giuseppe Della Rocca, Mr Giuseppe Bruni, Mr Giorgio Lupacchini, Mr Adolfo Monacelli, Mr Basilio Blasi, Mr Alessandro Cappelli, MrMario Di Geromino (Italian), and represented by Mr Nicolo Panepinto La Mattina (Unilex), concerning the refusal of the Italian authorities to recognise stomatology qualifications issued by the Latvian Medical Academy and recognised by the Portuguese authorities
Speakers: Mrs Costacurta, representing the Commission, Mr von Boetticher, who recommended that the Committee on Petitions draw up an own-initiative report on Member State practices regarding the recognition of diplomas, and Mrs Fourtou.
