Follow-up to the guidelines on document management and access to
documents

The implementation in your services of the guidelines on document management and access
to documents requires your active involvement. Please find below information on several
elements of these guidelines:
dissemination: the guidelines and the "practical registration criteria" annexed to them are
accessible on the main page of the eDomec website; please encourage their consultation
and, where necessary, complement them by DG-specific examples.
installation on Areslook: Areslook should be installed on all staff personal computers by
1 March; DIGIT will implement this directly in all ITIC-managed DGs, services and
executive agencies. COMP, JRC, OLAF, OP, SCIC, CHAFEA, EACEA, INEA and (if it
decides so) EEAS should manage this installation by themselves. In any case please check
the situation with your IRM.
guidance on the use of Areslook: you will find attached (in EN/FR) guidance prepared
by SG B1 for dissemination to staff. You can also refer to the DIGIT guidance
(https://webgate.ec.europa.eu/fpfis/wikis/display/Ares/AresLook+QRC), especially the
quick reference card, and, where necessary, complement this with DG-specific examples.
e-mails policy: DIGIT has already sent guidance to IRMs and will shortly send practical
information directly to all staff. It is essential to explain in any case that e-mails important
for the institution should be registered/saved in a document management system, which is
the only place where the institution will be able to retrieve them, while storage in Outlook
is appropriate only for short-lived or personal items.

AresLook Guidelines
What is AresLook? Areslook is an "add-in", a feature added to Outlook which offers the possibility of
registering or saving emails in Ares from Outlook.
Why use it? By using AresLook,
emails that contain important information concerning actions
that engage the Commission or one or more of its services can be easily captured in
Ares. These emails must in fact be managed (i.e. registered, filed, preserved) just as all
other documents that may constitute as proof or evidence of the activities of the
Commission or its services, from an administrative, legal or historic point of view.
What types of emails to register? All emails that contain important information
exchanged with the outside (incoming or
outgoing).
All
internal emails that contain important information,
when it is within the text of the
same email.
When should we not use AresLook? AresLook should not be used to register an
internal email (between Commission
services, EEAS and Executive Agencies)
when the email is merely a means of
communication, i.e. when the important document to be registered is actually the one in
annex. In this case, instead of being attached to an e-mail, the document should instead
be
registered and transmitted directly via Ares, thus avoiding duplications and adding
unnecessary administrative work.
How to obtain and use AresLook? Since AresLook is not a direct component of the Ares application it must be installed on
your PC (where necessary, it can also be installed remotely on the PC which you use
with a token for teleworking). The installation relates to the PC and not the user, which
means that if you use another PC, even with your profile, where the add-in has not been
installed, you cannot use AresLook.

All users, regardless of their Ares profile, can use AresLook to capturer
incoming
emails in Ares. In this case, after having clicked on the button "AresLook", the user has
two possibilities:
After having verified what the document management rules in the service permit
(centralised or decentralised registration) and according to the profile in Ares ("Base" or
"Advanced") the user selects respectively:
1.
the first option "save and assign to" to capture the email in Ares and attribute the
task of registering to another user (a user with the "Base" profile in Ares does not have
the right to register documents);
2.
the second option "Manual registration in Ares" to capture the email in Ares and
then complete the registration himself.
On the other hand, the use of AresLook for
outgoing mails requires the user has the
appropriate profile in Ares which allows him to complete the registration operation
(i.e. he cannot be a "Basic" user) to ensure the actions "send" and "registration" are
simultaneousi.
The attribution of the profile "Advanced" is linked to having followed a training course
in Ares, which is available both through face-to-face attendance or as an eLearning
course (for more information concerning the rules on the allocation of Ares profiles in
your services, please contact your DMO).
For outgoing emails,
transmitted to external recipients, users can also use
the function
"external transmission" in Ares which allows linking to a document its validation
process as well as the proof of its transmission via email.
i Where necessary, a user with the "Base" profile (i.e. who is not authorised to register in
Ares) can also, in the first instance, send an email without using AresLook and then,
afterwards, retrieve it in the "Sent items" and capture it via AresLook by following the
same procedures as that for incoming emails.

Qu'est-ce qu'AresLook ?
Areslook est un "add-in" c'est-à-dire une fonctionnalité ajoutée à Outlook, qui offre la
possibilité
d'enregistrer ou de sauvegarder des emails dans Ares à partir d'Outlook.
Pourquoi l'utiliser ?
L'utilisation d'AresLook permet de capturer facilement dans Ares
les emails qui
contiennent des informations importantes portant sur des actions qui engagent la
Commission ou un ou plusieurs de ses services. Ces emails doivent en effet être gérés
(= enregistrés, classés, préservés) comme tous les autres documents qui peuvent
constituer une preuve ou un témoignage de l'activité de la Commission ou de ses
services, d'un point de vue administratif, légal ou historique.
Quels types d'emails enregistrer ?
Tous les emails qui contiennent des informations importantes,
échangées avec
l'extérieur (entrants ou sortants).
Tous
les emails internes qui contiennent des informations importantes,
quand celles-ci
se trouvent dans le texte même de l'email.
Quand ne faut-il pas utiliser AresLook ?
Il ne faut pas utiliser AresLook pour enregistrer
un email interne (entre services de la
Commission, EEAS et Agences Exécutives)
constituant exclusivement un moyen de
transmission, à savoir quand le document important qui doit être enregistré est en fait
l'annexe. Dans ce cas, au lieu d'être annexé à un e-mail, ce document doit plutôt
être
enregistré et transmis directement via Ares, évitant ainsi des doubles réceptions et
l'ajout d'un travail administratif inutile.
Comment obtenir et utiliser AresLook ?
Etant donné qu'AresLook n'est pas un composant direct de l'application Ares, il doit être
installé sur votre PC (le cas échéant, il peut aussi être installé à distance sur le PC que

vous utilisez avec un token pour le télétravail) L'installation concerne le PC et non
l'utilisateur, ce qui veut dire que si vous utilisez, même avec votre profil, un autre PC où
l'add-in n'a pas été installé, vous ne pourrez pas utiliser AresLook
Tous les utilisateurs, indépendamment de leur profil Ares, peuvent utiliser AresLook
pour capturer dans Ares les emails
entrants. Dans ce cas, après avoir cliqué sur le bouton
AresLook, l'utilisateur a deux possibilités:
Après avoir vérifié ce que lui permettent les règles de gestion documentaire dans son
service (enregistrement centralisé ou décentralisé), et en fonction de son profil dans Ares
("Base" ou "Avancé") l'utilisateur sélectionnera respectivement:
1. la première option "Save and assign to" pour capturer l'email dans Ares et
attribuer la tâche d'enregistrement à un autre utilisateur (un utilisateur avec profil
"Base" dans Ares n'a pas le droit d'enregistrer les documents).
2. la seconde option "Manual registration in Ares", pour capturer l'email dans Ares
et ensuite compléter lui-même l'opération d'enregistrement.
Par contre, l'utilisation d'AresLook pour les mails
sortants requiert que l'utilisateur
dispose du
profil adéquat dans Ares lui permettant de compléter l'opération
d'enregistrement (à savoir, il ne peut pas être un utilisateur "Base") afin de garantir la
simultanéité des actions "transmission" et "enregistrement"1.
L'attribution du profil "Avancé" est liée au suivi d'une formation Ares, qui est disponible
comme cours présentiel ou cours eLearning (pour plus d'info concernant les règles
d'attribution des profils Ares dans vos services, adressez-vous à votre DMO).
Pour les emails sortants
adressés à des destinataires externes, les utilisateurs ont aussi à
disposition dans Ares
la fonctionnalité "transmission vers l'extérieur" qui permet de
lier à un document son processus de validation ainsi que la preuve de sa transmission via
email.
