Please find below minutes of our last MCG meeting and attached slide regarding UNHCR’s response to the situation of

1.      UNHCR presentation – Situation of South Sudanese refugees: 
  
Presentation by Andrew Mbogori from UNHCR on the situation of South Sudanese refugees. UNHCR presentation slide 
attached. There was limited time for Q&A due to the full agenda, so Andrew offered to discuss further with interested 
parties separately. Action for co-chair UK – share Andrew Mbogori’s contact details. 
 
Key points:  
-          - 60% of S Sudanese refugees not in the camps 
                - It does not appear that refugees have the intention of returning to S Sudan soon. 
                - UNHCR still trying to understand the routes they are using. Some are travelling onward to Libya and other 
places. 
                - No evidence yet of smugglers or traffickers operating in this area.  
                - Refugee working groups have been set up to address concerns.

 2.     Review of the MCG Mandate:

MCG members discussed potential for amending the mandate of the MCG and the scope of its remit. This follwed 
discussion in the previous MCG meeting, where key questions were identified around the way MSs work together on 
migration and what the MCG’s role should be. Key points suggested as roles for the MCG below: 
 
- To coordinate programmes in Sudan to ensure that the donor community is providing assistance in the most 
effective way and thereby ameliorating duplication. 
- To ensure that projects are complementary and link to the National Action Plan or other relevant strategy. 
- To act as the link between the technical aspects of irregular migration and the political level.  Providing a route 
for informing Heads of Missions of key issues. 
- To provide analysis of issues on the ground and feedback findings to Brussels and Heads of Missions. 
- To communicate between the Government of Sudan, NGO’s, Home Governments and Brussels on the priorities 
that need attention 
 
Discussion on Root Causes ahead of the Khartoum Process thematic meeting in October (to be held in Khartoum). 
Agreement on priorities at the next MCG.  
 
3.     Rotation of Co-Chairs: 
 
Discussion of new chairs, as there is a rotation due in October. DE and UK offered to continue as co-chairs if others felt 
they were not able to resource the role adequately. ND and CH expressed interest in taking over chairmanship. Formal 
expressions of interest to be considered by the group ahead of the MCG in Sept. 
Action – All MSs to consider appetite for taking on co-chairmanship in advance of the next meeting.  
 

4.     Member States Updates: 
 
Norway – Highlighted the upcoming workshop on 11/12 October, focussing on Root Causes. Important that agenda is 
not just looking at requests for development aid, but also the international community‘s asks. Action for all – consider 
further ahead of next MCG meeting, where we will discuss in depth
.  
 
EU Delegation – Raised the issue of the closing of the Sudanese Consulate in Kufra, Libya. Potential impact on migration 
(Action for all – share any updates received on this issue). Also a request from the EU regarding sharing infromation. 
Action for all – share data/updates (including reports/studies/statistics etc) with the rest of the group if and when 
received
.  
 
UK – UK briefed on the OIC thematic meeting in London and the Sudanese MoI’s active participation (MoI’s presentation 
attached). UK also briefed on an upcoming piece of research that will be looking specifically at forced labour and 
trafficking issues in Sudan (expected to take place in Sept/Oct).  
 
5.     AOB: 
 
DE – a reminder to all to populate the excel spreadsheet (attached) with any training delivered during 2016/2017. Action 
for all – input relevant info.  
 
UK - Alan noted that a new National Action Plan for Combatting Human Trafficking was being finalised, which he said 
would require an effective NCM to implement (Action for all – consider lobbying opportunities in support of NCM). Alan 
circulated the draft documents following the MCG.
