Thank you for your email of 20 June 2016 and for sharing your concerns and proposals
about the revision of the Emission Trading System (ETS) Directive, which addresses the
proposal's implications for the European fertilizers industry.
We share the view that this dossier is of the utmost importance for the competitiveness of
energy-intensive industries in Europe and I can assure you that we devote the highest
attention to this issue.
We firmly believe that adequate support to industry can only be achieved by ensuring
legal certainty and predictability for investments, including the cost-efficient
implementation of climate and energy policies as well as effective measures against
carbon leakage.
In your email you address two critical issues of the proposal for a revision of the ETS,
i.e. the definition of carbon leakage risk and the updating of reference benchmarks. Both
elements are currently discussed by the co-legislators.
In this respect, we closely follow the debate in the Parliament and in the Council and we
stand ready to support the co-legislators in their decision making as a neutral broker in
the discussions.
