Dear Mr. Husak, 
Thank you and Commissioner for the opportunity to present threats for fertiliser industry under ETS 
issue.  It is important to state that all industry can not be treated the same. Therefore there has to 
be a system that compensates for unavoidable emissions. Similarly when the correction factor is 
applied it hits us 3 times more than other industry there then must be a system which spreads 
the correction across industry at different levels.  
The fair and consistent approach is to split CL list in to parts according to sensitivity – tiering. The draft 
attached. 
The unavoidible emission consists more than 50 % in ammonia production. The rate of 
affordable annual emission reduction is small. We propose that could be used linear annual 
reduction factor of 0,2% for free allowances allocation. The proposals for amendments 
attached.
