Subject: Impact Assessment on possible revision of Directive 2011/64/EU on the
structure and rates

Thank you for your letter of 19 October 2016 to Mr Moscovici on the above subject. I
have been asked to reply on his behalf.
In your letter you express your support for the effort to reduce illicit trade in tobacco
products and raw tobacco. However, you are of the opinion that possible revisions of
Directive 2011/64/EU should not disproportionally increase administrative costs for
tobacco growers. Therefore you do not support to include raw tobacco in the scope of
excisable goods to enable the use of the Excise Movement and Control (EMCS) system.
Instead, you suggest a solution should be found via the single CMO.
I would like to thank you for sharing your concerns and suggestions. As I mentioned
during our meeting of 13 October 2016, we have taken note of these points and will take
them into consideration when drawing up the Impact Assessment on Directive
2011/64/EU.
