5. Reasons why the partner is suitable to play this role: 
Associação ILGA Portugal is the oldest and the largest Portuguese NGO striving for equality 
and against discrimination based on sexual orientation and gender identity. It is partly funded 
by the Portuguese Government and it is represented in the Council of the Commission for 
Citizenship and Gender Equality, the Portuguese Equality Body that deals with discrimination 
based on gender, sexual orientation and gender identity. We have a large outreach among the 
LGBT community: among several projects, we organize the main Pride event in Portugal and 
we run an LGBT Center with several support services and a documentation center.  
After having lobbied successfully towards hate crime legislation that addresses homophobic 
motivations, we started working with the Police and prepared a proposal of "Good Practices 
for the Relationship Between Police forces and LGBT People" (http://www.ilga-
portugal.pt/pdfs/BoasPraticas.pdf) and subsequently held a meeting with the Minister of 
Internal Affairs who agreed to implement some of our proposals (http://www.ilga-
portugal.pt/noticias/20071009.htm). We recently hosted an international Conference with a 
panel devoted to Security and Justice (http://www.ilga-portugal.pt/conferencia2009/) with the 
participation of the officer in charge of police training. We have also conducted training of 
police authorities at the local level.

of the contracting authority or those of the country where the contract is to the performed;
