This project targets the problem of hate crime against LGBT persons with a focus on the problems of lack of official
data and under-reporting of hate crime incidents to the police.
This project will for the first time strategically engage relevant authorities across the union in effective action to
change anti-LGBT sentiment in society. To achieve this goal the project will 1) develop, improve and implement tools
to effectively combat hate crimes against LGBT persons, 2) prevent homophobia within structures and routines of
authorities that directly influence the work of these authorities as well as 'internalized homophobia' effecting indirectly
victims’ readiness to report hate crimes, 3) facilitate cooperation between practitioners in different Member States,
including Public Authorities and Civil Society Organisations, and 4) ensure the generation of future statistical
knowledge about hate crimes on basis of reported incidents. The full potential in this project lies in the development of
tools for a web-based reporting system and training modules that can be used and implemented across the Member
States.
A mapping of the situation regarding hate crime through an in-depth analysis of existing knowledge and resources on
hate crime will be carried. This involves data collection and participatory action in nine capitals in the EU. Other
activities include the development of information- and training material and a web-based reporting system for the use
of police authorities, training modules for police, and active involvement of beneficiaries in the implementation of the
project. The reporting system will be implemented and a mid-term assessment will take place including follow-up on
the implementation process and collection of lessons learned. After the mid-term assessment a second test and
monitoring period will run for four months followed by a concluding evaluation of the project and the development of a
final report on hate crime against LGBT persons with a focus on reported incidents, and the possibilities for continuing
and expanding the project to make it nation-wide and include more/all EU Member States. The report will include a
Hate Crime Tool Kit with training and reporting modules.
Beneficiaries are police authorities, LGBT-NGO's, ministries of justice and LGBT persons in the nine participating
capitals - Paris, Berlin, Stockholm, London, Lisbon, Dublin, Bucharest, Riga, and Copenhagen.
Deliverables will be as follows: a report mapping hate crimes and related best practices in participating Member
States; a conference for exchange of knowledge and development of tools with the participation of representatives
from LGBT NGOs, police authorities, and Ministries of Justice; electronic/print leaflets containing information about: 1)
fundamental rights principles, 2) LGBT hate crime, 3) reporting possibilities, 4) the project and online police reporting
system - targeting all LGBT persons in the nine cities; electronic/print leaflets containing information about: 1)
fundamental rights principles, 2) LGBT hate crime, 3) handling of hate crime/LGBT victims, 4) the project and online
reporting system - targeting police personnel in the nine cities. Furthermore the deliverables will be training modules
for police officers and an online web-site and reporting system to be used by the participating police departments. The
web-site includes the possibility for publication of stories by the partner NGOs - accessible to all. A final report will be
worked out about hate crimes against LGBT persons and the project, including a Hate Crime Tool Kit.

4. DECLARATION OF THE APPLICANT ORGANISATION

It is not in one of the following situations, foreseen by the financial regulations of the European Communities:
