This project's overall goal is to develop and implement a number of Educational Tools and resources for teachers and
students in middle and high schools in 10 European countries in order to:
1. Secure that homophobia, transphobia and discrimination on grounds of sexual orientation and gender identity are
discusses and fought against in schools throughout Europe
2. Provide teachers of middle and high schools with necessary tools to identify and tackle homophobia, transphobia
and discrimination on grounds of sexual orientation and gender identity in school contexts
3. Empower local LGBT NGOs and Ministries of Education to play an active role in fight against homophobia,
transphobia and discrimination on grounds of sexual orientation and gender identity in schools
The Danish Institute for Human Rights (hereinafter DIHR) will together with 10 local NGOs in 10 European countries
develop and implement a web based resource center on homophobia, transphobia and discrimination on grounds of
sexual orientation and gender identity for middle and high school teachers and children. The website will contain
backgrounds information, best practice catalogue, reports and other relevant materials on homophobia, transphobia
and discrimination on grounds of sexual orientation and gender identity in Europe. The information for the website will
be tailor-made for each target group of this project: students of middle and high schools; teachers of middle and high
schools and local LGBT NGOs. The project team will have in mind needs and wishes of each target group when
tailor-making the information on the website. The website and its content will also be translated to the languages of
participating countries.
Besides, DIHR will develop three Educational Tool Kits: One for Students; One for Teachers and One for NGOs. Each
Tool Kit will provide its users with relevant and tailor-made information on homophobia, transphobia and
discrimination on grounds of sexual orientation and gender identity, as well as a number of useful tools on how to
address these issues in each target groups' respective contexts. As a part of the project, DIHR will together with its
local partners conduct a training seminar, during which school teachers from participating countries will be trained to
use the Educational Tool Kit for Teachers and Children in their respective contexts. During the seminar, the teachers
will develop their own training course or a theme day on homophobia, transphobia and discrimination on grounds of
sexual orientation and gender identity. Upon their arrival home, they will commit themselves to test their course or
theme day at their own schools. Local partners will be responsible for monitoring and evaluating the testing. The
feedback, collected during the testing workstream, will be used in order to adjust the Educational Tool Kits.
The final versions of Educational Tool Kits will be uploaded on the website.
The main deliverables of this project will be: the website in 10 European languages; 3 Educational Tool Kits for
students, teachers and LGBT NGOs and the report on situation of homophobia, transphobia and discrimination on
grounds of sexual orientation and gender identity in schools of the participating countries. The report will also include
"lessons learned" and a list of recommendations, generated during this project. The applicant will also secure that this
project's deliverables are properly disseminated and maintained, also after the end of project period.
Besides the participating countries, we believe that all EU countries will benefit from this project and its deliverables.
The web based character of this project, together with the variety of languages, which its deliverables will be
translated into and a sufficient dissemination strategy, will secure that as many stakeholders throughout Europe as
possible, will get access to its outputs and products.

5. DECLARATION BY THE APPLICANT
The applicant, represented by the undersigned, being the authorised signatory of the applicant, hereby declares that:
It is not in one of the situations foreseen by the Financial Regulation of the European Communities [Council Regulation (EC,
Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities
(OJ L248/16.09.2002)], which would exclude it from taking part in a Community grant programme:
Art 93: Candidates [...] shall be excluded [...] if:
·
they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an
arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those
matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or
Regulations;
·
they have been convicted of an offence concerning their professional conduct by a judgment which has the force of
res judicata;
·
they have been guilty of grave professional misconduct proven by any means which the contracting authority can
justify;
·
they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in
accordance with the legal provisions of the country in which they are established or with those of the country of the
contracting authority or those of the country where the contract is to be performed;
·
they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a
criminal organisation or any other illegal activity detrimental to the Communities' financial interests;
·
they are currently subject to an administrative penalty referred to in Article 96(1);
·
have been declared to be in serious breach of contract for failure to comply with their contractual obligations
subsequent to another procurement procedure or grant award procedure financed by the Community budget.
I have been informed that, under the Financial Regulation of the European Communities (art. 94), contracts shall not be
awarded to candidates who, during the procedure:

are subject to a conflict of interest;
·
are guilty of serious misrepresentation in supplying the information required by the contracting authority as
a condition of participation in the contract procedure or fail to supply this information.
The applicant has the sources of financing and professional competence and qualifications for submitting a grant
