Subject: Your application for access to documents – Jean Monnet professorships in UK
Dear Mr Hai,
I refer to your e-mail of 12 November 2017 related to your request for access to documents
under Regulation (EC) N° 1049/20011 regarding public access to European Parliament,
Council and Commission documents. You have lodged your application via the
AsktheEU.org website which has been registered by the European Commission under ref.
Ares(2017)5537363 and further forwarded to the Education, Audiovisual and Culture
Executive (hereinafter the “Executive Agency”), as responsible for managing the Erasmus+
Programme, including Jean Monet activities.
In your application, by referring to the right of access to documents in the EU treaties, and in
Regulation 1049/2001, you "
request access to documents which contain the following
information:
- A list of all Jean Monnet professorships in the United Kingdom, and
- Information related to contracts they sign with the European Union in order to get the post".
We regret to inform you that the Executive Agency does not hold any documents that would
correspond to the description given in your application, namely the list of all Jean Monet
professorships in the United Kingdom. As specified in Article 2(3) of Regulation 1049/2001,
the right of access as defined in that regulation applies only to existing documents in the
possession of the institution.
The information you refer to has been contained in the accessible to the public database from
which the information cannot be normally and routinely extracted in order to be stored as a
separate document, meaning that such content cannot be considered as a document2. Given that
no such documents, corresponding to the description given in your application, are held by the

Executive Agency, we are not in a position to handle your request under Regulation
1049/2001 regarding public access to documents.
Regarding your second enquiry related to the contracts being signed under the Jean Monet
Chairs (Professorships) activity, the related documents you may find on the EACEA website
where the contractual arrangements for potential applicants are published3.
Please note that your request is currently being handled by the unit A2 of the Executive
Agency who is in charge of Jean Monet activities, under Erasmus+ Programme, and they will
provide you with a more detailed reply to you enquiry in due course.
