Mission of the group: 
•  to provide consistent and consolidated advice to the Commission services during the 
preparation of the remaining annual work programmes within the frame of the 
Preparatory Action on Defence Research. 
•  if deemed relevant, to provide advice for the revision of the scoping paper, the planning 
document setting out key orientations on a multiannual basis to guide the preparations 
of the work programmes within the frame of the Preparatory Action on Defence 
Research.

Envisaged composition (Member States, other1): 
•  Individuals appointed in a personal capacity. These members shall act independently 
and in the public interest. 
•  Individuals appointed to represent a common interest. These members shall not 
represent an individual stakeholder, but a policy orientation common to different 
stakeholder organisations 
•  Organisations 
•  1 representative of the European Defence Agency 
•  1 representative of the European External Action Service (EUMS)  
Total: 22 members 
As the stakeholder community is relatively well defined and focused, a balanced 
representation and geographical coverage can be easily envisaged. Care will need to be 
taken to seek sufficient participation of female experts in defence related research.

Duration of the tasks, type of activities: 
Duration: lifetime of the Preparatory Action (maximum 3 years) 
Type of tasks: 
- Meetings (at least two times per year) 
- provide advice on relevant objectives and scientific, technological and innovation priorities for 
defence related research by way of opinions, recommendations or reports. 
 
 
7. 
Foreseen selection procedure of the members2: 
Publication of a Call for Application following the horizontal rules on the creation and operation of 
Commission expert groups (C(2016)3301).  Concerned applicants are requested to submit a 
standard declaration of interest.

Other relevant information : 
Participation in the group is restricted to EU nationals or citizins of Norway.
