Regulation (EC) No 1049/2001 – GESTDEM 2018/5753 

Dear Ms Witteman, 
I refer to your e-mail of 18 December 2018, registered on 9 January 2019, through which 
you submit a confirmatory application in accordance with Article 7(2) of Regulation 
(EC) No 1049/2001 regarding public access to European Parliament, Council and 
Commission documents1 (‘Regulation (EC) No 1049/2001’). 
In your initial application of 2 November 2018, addressed to the Directorate-General for 
International Cooperation and Development, you requested access to: 
•  ʻa list of all meetings held by DG FISMA with representatives of Philips since  
1 January 2011, relating to (possible) EU-investments in Africa such as the 
development of the External Investment Plan and Trust Funds; 
•  E-mails, minutes and reports relating to those meetings.ʼ 
As you did not receive any initial reply from the Directorate-General for International 
Cooperation and Development within the statutory deadlines, you submitted a 
confirmatory application on 18 December 2018, against the tacit refusal of access to the

On 18 January 2019, the Directorate-General for International Cooperation and 
Development sent you an initial reply to your application, providing the requested list of 
meetings and phone calls for the period from 1 January 2011 to 2 November 2018 and 
full access to the identified document.  
The reason for your confirmatory application was the absence of any initial reply. As the 
Directorate-General International Cooperation and Development has in the meantime 
fully replied to your application, the Secretariat-General will close your confirmatory 
application2.
