• This is an invented case, an example illustrating the
life of a file in documents, with different
requests for access to documents received by the GSC and the action taken thereon.
• The numbers are therefore fictitious; the actions taken on the requests are based on real
courses of action that can be and have been taken by the GSC.
• The determination of whether a document should be made into an ST PUBLIC, ST LIMITE
or WK (necessarily LIMITE) document requires the analysis of the content of the
underlying document.
• An analysis of the content of the underlying documents would also be able to determine
why, for example, certain contributions form delegations were given access to whilst others
were refused. In this sense, it should be noted that contributions from delegations do not
constitute third party documents and the GSC can grant access to them, where deemed
adequate, without consulting the originating delegation(s).
