1 Introduction 
This document contains the questions from everis to Chafea in relation to the new request for 
services Chafea/2015/health/40 concerning the implementation analysis regarding the 
technical specifications and other key elements for a future EU system for traceability and 
security features in the field of tobacco products.

All  questions  are  related  with  the  contents  included  in  the  document:  ABC  III-000330-6000466383-

2.1 Concerning the stakeholders management: 
Stakeholders engagement in Work Package 0 – Project inception: 
In the previous request, number 39, we delivered an offer including, in the Work Package 0 
detailed activities for Stakeholders engagement. 
 
From our understanding, in the new request, these activities are not expected to be developed 
by everis, as it’s specified in the description of the content of the Work Package. 
 
We consider that these activities are crucial for the success of the project, so could we assume 
that is CHAFEA/DG SANTE that will be performing the stakeholders engagement?. 
 
Stakeholders  consultation  in  Work  Package  1  –  Completion  of  the 
technical knowledge base: 
 
In our previous offer we proposed as part of everis tasks to interact directly with the 
stakeholders in the clarification of possible doubts on the comments done by stakeholders to the 
feasibility study. 
With the assumption that the stakeholders engagement is not going to be performed by everis, 
but will be done by CHAFEA/DG SANTE, could we assume that CHAFEA/DG SANTE will act as 
single point of contact during this Work Package, dealing with the stakeholder to solve possible 
doubts if it’s necessary?. 
 
2.2 Concerning the exclusion from the future 
implementation: 
In reference to the statement included in the new request in page 38 “As the contractor will 
not be the one implementing the final product, sufficient hand-over information and tools 
must be foreseen to enable the European Commission to take over and use the knowledge 
acquired and developed during the implementation of this project
.”

Questions from everis to CHAFEA 
 
 
 
In any case, everis will provide all the information to carry out the hand-over and tools to 
enable the European Commission to take over and use the knowledge acquired and 
developed during the implementation of this project. There will not be any information that 
everis will not share with the European Commission since the intellectual property and the 
right to use the deliverables of the project are of entire responsibility of the European 
Commission.  
 
That is the reason why, in case the European Commission wants to release a call for tenders 
to implement the new system, everis would like to have the possibility of participating in 
equal conditions with other possible bidders. 
 
We would appreciate if you could re-consider the statement of “As the contractor will not 
be the one implementing the final product” and allow everis to participate in the future 
tender, if any.
