Meeting with representatives of Lithuanian Confederation of Industrialists (Lietuvos pramonininkų

European Commission:
After a brief introduction of both sides, the representatives of Lithuanian Confederation of
Industrialists presented difficulties that encounter different sectors of Lithuanian industry when
participating in public procurement procedures in Lithuania. They supported the idea of wider use of
green procurement tools and the best price-quality ration award criteria. They were curious to learn
about the use of green procurement in other Member States and specific measures and tools that
exists or could be adopted at the European level.
In reaction to their queries, the Commission informed the representatives of Lithuanian
Confederation of Industrialists about the concept of in-house contracts, including conditions that
must be fulfilled in order a contracting authority is able to conclude such a contract legally, on an
interplay between public procurement and State aids and its general support to best price-quality
ration award criteria. It promised to send examples of best practices of green procurement tools and
measures adopted at the European and national level.
