Follow-up Actions
Of
The First Round of the EU-China High Level People-to-People Dialogue (HPPD)
The first round of the EU-China High Level People-to-People Dialogue (HPPD) was
held on 18 April 2012 in Brussels.
The dialogue was co-chaired by Ms Androulla Vassiliou, European Commissioner for
Education, Culture, Multilingualism and Youth and Ms Liu Yandong, State Councillor
of the People’s Republic of China.
The two leaders signed a Joint Declaration, by which they expressed their willingness
to upgrade cooperation in people to people related areas with a view to contributing
to the knowledge and common understanding between China and the EU, through
the enhancement of contacts between the peoples of both sides.
The two parties agreed to take a number of follow-up actions, some jointly and some
unilaterally, under the framework of EU-China HPPD, ideally to be initiated before the
next round of the HPPD, due to take place in China in 2014.
Follow-up actions
I. Education
• With a view to (i) upgrade the current sectoral policy dialogue, (ii) help identify
themes of common interest and (iii) strengthen mutual exchange of best
practice and information on latest policy developments, the two parties will set
up the
"EU-China Higher Education Platform for Cooperation and
Exchange". Among other things, the platform may explore avenues to
streamline and reinforce efforts to support and promote the activities of the
existing "China-Europe International Business School" (CEIBS) in Shanghai
Jiaotong University, "China-EU School of Law" (CESL) in China University of
Political Science and Law and "China-EU Institute for Clean and Renewable
Energy" (ICARE) at Huazhong University of Science and Technology.
• With a view to increasing the number of
students and scholars exchange
during 2012-2016:
o The Chinese Side will provide 30,000 scholarships, of which 20,000 will
support the Chinese students and scholars to study in all EU countries
and 10,000 will support the EU students and scholars to study in China,
The number of “Chinese Government Scholarship—EU Window” will be
increased from 100 to 200.

o The European Commission will strengthen its action to promote EU-
China learning exchanges, with a view to support the mobility of 5,000
Chinese students and academics to the EU and 2,000 EU students and
academics to China through its mobility programmes.
• The two parties will continue their
dialogue on education policies:
o In order to (i) strengthen the compatibility of EU and China education
systems, (ii) enhance outcome-based education, (iii) overcome
obstacles to mobility, (iv) establish commonly acknowledged quality
criteria and (v) develop tools for mutual recognition, the two parties will
start an
EU-China "Tuning" joint study in 2012.
o To enhance
language cooperation and further promote
multilingualism:
With a purpose to (i) promote teaching and learning of EU and
Chinese languages abroad, (ii) explore ways to further foster
language training and mobility for language students and
teachers and (iii) highlight the role of languages as a vehicle to
enhance people-to-people communication, the two parties will
organise a China-EU conference on multilingualism in 2012.
The Chinese Side will in 2012 provide scholarship for 10 EU
students to study for doctoral degrees regarding Chinese Studies
in China; invite 1000 EU young students to participate in summer
camps in China and 30 EU officials to study Chinese language
for 1 week in China.
The European Commission will implement a pilot Language
Project consisting of supporting exchanges of Chinese language
students and teachers of EU official languages and of EU
teachers and students of Mandarin for short periods of intensive
training.
• Support will be given to mutual exchange visits of young students to both
sides (the models can be home stay, school immersion and cultural study
programs). The Chinese Side will implement the China-EU Students
Exchange Scheme with tens of thousands of Chinese and European
students exchanged from 2012 to 2016.
• The Chinese Side will promote the establishment of centres for European,
national and regional studies and centres for Chinese studies by Chinese
and European institutions, to enhance studies on each other and to provide
background information for China-EU cooperation.

II. Culture
• The two parties will upgrade policy dialogue on culture policies, in
particular in the field of Cultural and creative industries, to create a
mutually conducive environment for increased cooperation and exchanges.
• The two parties will continue support to a full implementation of the EU-
China Year of Intercultural Dialogue as a new milestone in EU-China
cooperation and an important contribution to the HPPD in 2012.
• The two parties will embody/reflect the lessons learnt from the Year and
pave the way for future cooperation in a Joint Declaration to be made by
Commissioner Vassiliou and Minister Cai Wu during the Closing ceremony
of the EU-China Year of Intercultural Dialogue in November 2012 in China.
• The two parties will broaden the scope of exchanges between intellectuals
and policy makers at the next edition of the
EU-China High Level Culture
Forum to be held back to back with the Closing ceremony of the EU-China
Year in November 2012.
• The two parties will reinforce cooperation in the field of Cultural and
creative industries through a close monitoring of the first
EUCTP (EU-
China Trade Project) projects launched over 2012-2013 in that field and
the full exploitation of their results.
• The two parties attach great importance to the audio-visual sector, and will
enhance cooperation by facilitating exchanges and circulation of works as
well as of professionals through
mutually recognized frameworks such
as the 2012 EU-China Year.
III. Researcher
mobility
• In respect of researcher mobility, with the objective to further promote
China-EU researcher mobility, the European Commission will encourage
Chinese participation in the Marie Curie Actions (People programme, FP7)
– and their successor in the Horizon 2020 programme – for both
researchers and research organisations, and support the Science and
Technology Fellowship (STF) Programme - and its potential successor
under the People to People component of the ICI+ programme - for
exchanges.
• The Chinese side will explore avenues and propose to the European Side
collaboration possibilities to increase mutual participation in schemes for
the longer-term exchange of young researchers.

IV Youth
• The two parties will organise, in 2013, an EU-China expert seminar on
youth entrepreneurship with a strong focus on creativity, innovation,
development of life skills and attitudes aiming at stimulating the sense of
initiative of young people. This EU-China expert seminar will ensure the
sustainability and impact of the EU-China youth policy dialogue and the
cooperation on youth entrepreneurship started in the EU-China Year of
Youth.
• The two parties will substantially increase sustainable
partnerships and
networks between Chinese and European youth organisations to allow
for cooperation and exchange of good practices between them. With the
support of the Youth in Action programme and EU-China Youth
Partnership for Friendship programmes, it is expected that by 2013, a total
of 500 youth organisations from China and Europe will have been involved
in such cooperation projects.
• The two parties will call on youth organisations from China and the EU to
advance EU-China people-to-people-dialogue and reach out to a wider
range of civil society organisations by concrete projects and initiatives such
as the
China-Europe Symposia on Youth Work Development, jointly
organised by the All-China Youth Federation and the European Youth
Forum on an annual basis;
• The two parties will establish and reinforce
web based cooperation
between the Chinese and EU portals specialised on youth issues - such as
the European Youth Portal – and other forms of media with the aim to give
EU-China people-to-people dialogue in the field of youth the widest
possible visibility and impact.
