Dear Mrs. Juhansone,
We would like to ask for a meeting with you given the key role as Secretary-General regarding
the proposal for a Carbon Border Adjustment by President von der Leyen, as cornerstone of the
new Green Deal ambition.
An effective design of the Carbon Border Adjustment is of absolute necessity for our company,
sector and key value chains as basis to make the low carbon transition a success and avoid
carbon leakage. This success is important for the Green Deal as the steel sector is about a third
of all CO2 emissions of the manufacturing industry under the ETS. We would like to discuss with
you the main options of such effective design, impact scenarios and the way forward.
As you may know, ArcelorMittal is the world's leading steel company, with headquarters in
Luxemburg. From the around 100.000 people we directly employ in Europe, there are about
900 researchers, who develop and implement our research & innovation - first in Europe,
making us a global leader in material quality, recycling and CO2 efficiency.
This we intend to stay, but there are major challenges ahead; new long-term investment
decisions need to be taken already now concerning existing and new technologies in Europe, or
importing from outside. Policy design is really going to make the difference for the business
case for this future low carbon transition success in a constructive or detrimental way. It is
key that it solves as positive incentive to invest in carbon reduction, to keep on avoiding carbon
leakage and to deal with the massive additional CO2 emissions that are already imported
indirectly by steel imports. Your input would be highly valued in this context.
I hereby send you our Climate Action Report; we aim to go for carbon neutrality by 2050 in the
EU and to 30% reduction by 2030. For this interim goal we are now developing a follow-up
report. Of course that is very ambitious given our high emission profile, intense global
competition, and as we do not know all parameters, particularly the coming crucial policy
regarding carbon border adjustments.
