Dear Ms Gerebizza,
We refer to your email of 17 July 2020 in which you make a request for access to
documents, registered on 22 July 2020 under the above-mentioned reference number.
You request access to:
-
all correspondence between 1 December 2018 and 12 July 2020 between
Commissioner Simson and/or her cabinets and/or officials from DG Energy on
one hand and representatives from IOGP, Shell, the Global CCS Institute,
Hydrogen Europe, Snam and Fleishman Hillard, in which the issue of hydrogen
and/or carbon capture and storage (CCS) were addressed;
-
list of meetings on these topics between that took place between 1 December 2018
and 12 July 2020 between officials and representatives of DG Energy on one
hand and representatives from IOGP, Shell, the Global CCS Institute, Hydrogen
Europe, Snam and Fleishman Hillard on the other; and
-
the minutes of the meetings mentioned above.

Having examined the documents requested under the provisions of Regulation (EC) No
1049/2001 regarding public access to documents, I have come to the conclusion that some
documents may be partially disclosed. Some parts of the documents have been blanked out
as their disclosure is prevented by exceptions to the right of access laid down in Article 4
paragraph 1 (b) of Regulation (EC) No 1049/2001 because they contain the following
personal data:
-
the names of Commission staff members not pertaining to the senior management;
-
the names and contact details of other natural persons.
Additionally, a third party claimed that the disclosure would affect one of the interests
protected under Article 4, paragraphs 1 of Regulation (EC) No 1049/2001, namely the
privacy and the integrity of the individual, in particular in accordance with Community
legislation regarding the protection of personal data.
I would also like to inform you that the Commission does not keep lists of meetings with
external stakeholders for officials below Director-General level. However, I can inform you
that we found in our records two meetings of officials that are not part of the senior
management with Shell:
-
26 August 2019, 14:00 to 15:00, to discuss CCS projects of Shell

8 July 2019, 11:30 to 11:30, to discussion current work on developing Shell’s
Carbon Capture Usage and Storage portfolio, which includes a number of EU
projects.
Minutes for these meetings were not found. Meetings of the Commissioner or her cabinet
and meetings of our Director General are publically accessible under:
