Dear Executive Vice-President Dombrovskis,
I would like to take this opportunity to share with you that ArcelorMittal Europe 
published its first Climate Action Report on June 25th 2020; following up on the bold 
commitment that we made in 2019 to reduce CO2 emissions by 30% by 2030, with a 
further ambition to be carbon neutral by 2050. I believe that as Europe’s leading steel 
company, it is our responsibility to make these commitments and to play a significant 
role in supporting the EU’s Green Deal and the Paris Agreement.
However, the right market conditions need to be in place for the transition to carbon-
neutral steel:
Carbon-neutral steel being more competitive than steel which is not carbon neutral.
A fair competitive landscape addressing domestic, import and export steel dynamics and 
the distinction between primary and secondary sources to make steel.
Access to sustainable finance, to innovate and make long-term investments.
Access to affordable clean energy.
Public instruments to accelerate innovative technology deployment.
The work to achieve our carbon goals is already underway. For the last few years we 
have been testing the technologies required to make the transition to carbon-neutral 
steelmaking as identified in our first global climate action report published last year.
As we pioneer breakthrough carbon-neutral routes for steelmaking, it is crucial that the 
European Union and Member States support us on this journey with the right policies to 
enable further progress. I believe that with the right tools it is possible to make steel 
without carbon emissions in the long-term and that our industry can play a leading role 
in achieving the aims of the Green Deal. I would also like to reiterate that an effective 
Carbon Border Adjustment mechanism complementary to free allocation and indirect 
cost compensation should be introduced in the European Union. This would ensure that 
EU-produced steel and imported steel would have an equal carbon cost.
I would therefore like to share with you ArcelorMittal’s Climate Action in Europe 2020 
report which was published on 25th June. The report sets out the steps we need to take 
to achieve our common goal of carbon neutrality and the elements that need to be in 
place to ensure our success.
I very much look forward to our meeting on 14th July where I hope we can discuss this 
issue further.
