Meeting (call) request regarding SUP implementation, expert group and Portuguese
legislation

Following your colleague
' advice, I am writing you on behalf of Seda Ibérica, which belongs to the
international group Seda International Packaging Group.
Seda Ibérica has a factory in Portugal, with more than 250 workers, which is dedicated to the production of
packaging and cups with relevance to the sectors of the food and restaurant industry. These products are made of
cardboard.
The publication of the Directive 2019/904, of 5 June 2019 (“the SUP Directive”), was welcomed by Seda Ibérica but it
also raised some concerns. Furthermore, Portugal initiated the transposition of the Directive with legislation that
risked the fragmentation of the internal market (publication of Law 76/2019, of 2 September) and, for that reason,
we initiated contacts with the European Commission and with the Portuguese authorities. In that sense, we have
been diligently fol owing developments regarding the Directive and the Portuguese law. In this framework a “waste
expert group” has been formed, met and has a new meeting scheduled for April.
Knowing that, within the European Commission, the implementation of the SUP Directive is entrusted to the Waste
Management Unit and bearing in mind the very high concern that the issue raises for Seda Ibérica, it would be
extremely useful if you could schedule a meeting (cal ) so that, on the one hand, we can give you an update
regarding development in Portugal and, on the other hand, to understand what are the main issues at stake in the
waste expert group, according to the Commission. In this regard, we would particularly focus on the feedback
received from stakeholders and also on what has been discussed about the definition of plastic and of what is
considered to be single use plastic products.
