Measures at national level
•
Optimization of
maintenance planning of generation facilities and network
elements (i.e. Tihange 1, Coo, Rodenhuize, PST Van Eyck)
•
Speeding-up maintenance work on nuclear units, resulted in Doel 4 (1047
MW) and Tihange 3 (1054 MW) coming back on-line.
•
Facilitate market measures (e.g. permit granting) > 1200MW:

Reintroduction in the market of existing units

Installation of emergency generators

Demand side management, including introduction new product for DSR

Optimization of use of existing production park
ECG was regularly informed about the legislative actions taken in this context.

To ensure electricity adequacy in Belgium for the winter 2018-2019
1. Optimal application of existing measures
a)
Pay special attention to
data quality in capacity calculation process
b)
Apply
seasonal thermal limits

Apply
min-RAM framework
Compliance on the min RAM 20% obligation is good
2. In case problematic situations are identified at D-3, TSOs shall integrate more
flexibility for the
coordinated use of phase shifting transformers.
Coordination with neighboring TSOs has been satisfactory when the use of extra taps on PSTs was
needed
3. Optimize the
intraday capacity calculation process

4. Put in place the
Short and Medium Term Adequacy (SMTA) and Critical Grid Situation
process (CGS) at the level of the Regional Security Coordinators.
CORESO and TSCNET have confirmed their cooperation in this process
CONCLUSION : We are not in a position to assess the compliance of neighbours with each and every
requirement but Belgium has not encountered any new Critical Grid Situation since our last meeting:
• Mainly thanks to the mild weather so far
• But also thanks to a good performance of the flow-based market coupling, which we think is due to
a better compliance from all TSOs in the area.
We thank all parties to this agreement for the efforts to comply.
BE will perform an evaluation of the functioning of the Operational Framework after 31 March 2019
and communicate the results to the Standing Group & ECG.

Winter Outlook 2018-2019
Based on the following parameters and without prejudice to exceptional and unforeseen
circumstances, we do
not foresee an increased risk for the activation of the
national load shedding plan during winter 2018-2019:
•
Continuous improvement of the availability of the Belgian production park.
•
Advanced availability of demand side measures.
•
Weather patterns that are in line with historical data.
•
Regional solidarity in line with the Operational Framework
•
Coming online of Nemo-interconnector
