It is my please pleasure to send to you Hydrogen Europe’s follow up to our 2x40 GW
paper: the “Hydrogen Act” (attached). The European Commission’s ambitious
strategy on Hydrogen has set in motion a chain reaction across Europe and the
world, and the global race for hydrogen is on. The EU strategy has set the ambition
high and now it is time to turn ambition into reality via concrete action. The rapid
development of hydrogen is not only important for meeting the EU’s climate

objectives but also for preserving and enhancing the EU’s industrial and economic
competitiveness.
We need to scale up clean hydrogen fast and develop a framework to support its
development. Focusing on hydrogen market and infrastructure aspects, the
Hydrogen Act proposes a vision for an umbrella framework aimed at harmonising
and integrating all separate hydrogen related actions and legislations.
This paper will be presented and launched on Wednesday 7th April at the
conference organised by the Portuguese Presidency: Hydrogen society, Bridging the
Gaps. I am sending this paper to you, in confidence, ahead of time.
We do hope that this paper will prove helpful in relation to the Commission’s
upcoming work. We would be happy to arrange separate meetings to present this
to you, exchange views and answer any of your questions.
