Equinor informed about their key concern that low carbon gases (i.e. blue hydrogen or natural gas with
CCS) is accepted, but not supported. This is an issue as there is investment uncertainty, while at the
same time all technologies are required to reach the Paris accords objectives and Equinor has also set
net zero by 2050 as a company objective. They would like to see a role for CO2 infrastructure in network
planning, but acknowledge the difference between CO2 infrastructure and infrastructure with regulated
access rules. Equinor also notes that RED does not cover low carbon and underline the need to have it
covered.
As regards access from decentralised production, Equinor considers that there are least cost means to
requiring reverse flow. This was shared by ENER, pointing out that the framework should enable access,
reverse flow is one option, but there are others as well (e.g. DSO to DSO connection). What is important
is that there are no barriers in place that prevent the injection of biomethane as a counterfactual.
