Abortion and sexual health funds

Dear Development & Cooperation - EuropeAid (DEVCO),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

-the amount of money the EU used to fund prof-choice organisations from 2005 to 2013 (such as the International Planned Parenthood Federation (IPPF) and Marie Stopes International (MSI) );
-a list of the organisations that received the money and the amount of money given to each;
-correspondence between such organisations and the European Commission in relation to the above-mentioned topic (funding of abortion);
-the amount of money the EU used to fund projects related to “sexual and reproductive health” (SRH), and to which campaigns/hospital/organisations it was given to from 2005 to 2013;

We refer to your e-mail dated 30 March 2014 in which you make a request
for access to documents, registered on the 30/04/2014 under the above
mentioned reference number.

 

Regarding your first request for amounts of funding to pro-choice
organisations please be informed that the Commission does not track
organisations’ positions regarding abortion and does not know what
organisations are ‘pro-choice’ or ‘pro-life’ entities. We are therefore
not able to provide you with such information. The Commission funds a
variety of organisations through awarding grants to best proposals
responding to stringent terms of reference of EC calls for proposals.

Information of organisations that have received grants from the Commission
is already publicly available and can be found in the database on the
Commission website:

This database has a search function enabling information to be obtained on
a year by year basis for all grants awarded to programmes or organisations
related to, for instance, reproductive health care. The database also
provides information of the value of each grant.

 

Please note that the EU development cooperation neither specifically
targets funding to abortion related services, nor does the Commission
track expenditure going to individual health services such as abortion.
These services may however be a part of a wider health programme or a care
package provided in a country and supported by the EU development aid.

                             

In the table below you find information of the Commission disbursements
made in 2012 to health sector and to maternal and new-born child health
(MNCH) according to the G8 Muskoka initiative. The Commission reports its
heath expenditure to the OECD DAC database from where these figures are
derived. The MNCH expenditure is calculated by allocation certain per
cents to maternal and new born child health.
