Dear Research and Innovation,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the period between 1 October 2017 to date:

- a list of all lobby and industry meetings and/or calls held by the Directorate-General for Research and Innovation, including any Cabinet Members and/or officials, during which “hydrogen vehicles” and/or “electric vehicles ” and/or “batteries” and/or “hydrogen” were discussed.

The list should include: date, individuals attending and organisational affiliation, as well as the issues discussed;

- all minutes and other reports of these meetings and/or calls;

- all documents prepared for the purpose of the meetings issued both in preparation and after the meetings took place.
- all correspondence, including attachments (i.e. any emails, mail correspondence or telephone call notes) between the Directorate-General for Research and Innovation, including any Cabinet Members and/or officials, and any lobby group and/or industry representative discussing “hydrogen vehicles” and/or “electric vehicles ” and/or “batteries” and/or “hydrogen”.

To the extent possible, I prefer the documents in electronic format.
Should my request be denied wholly or partially, I kindly request to explain the denial or all redactions referring to specific exemptions in the regulation. Also I would expect the partial release of documents, in case of partial exemption according to article 4.6.

Please confirm receipt of this application. I look forward to receiving your reply within 15 business days, as established by the regulation.

Thank you for email, we will then process your requests separately, as you
suggested, for lobby/industry representatives on one side and the European
Battery Alliance on the other one.

 

To this end, in order to identify the documents you request and pursuant
to Article 6(2) of Regulation 1049/2001, we would like to ask you further
clarification regarding the part of your requests where you express your
interest in our “Directorate General for Research and Innovation,
including any Cabinet Members and/or officials”. In particular, we would
need you to specify if you are interested in our Director General for
Research and Innovation, Mr Jean-Eric Paquet (including members of his
Office) or/and the Commissioner, Mrs Mariya Gabriel (including her Cabinet
members). In fact, "Cabinet members" are generally part of team assisting
EC Commissioners, while the teams assisting the Directors General consist
in Assistants to their Offices.

 

Finally, as you mention "any Cabinet members and/or Officials", we would
really appreciate if you could clarify these terms, namely if you indicate
Cabinet members and Officials as (a) synonyms or as (b) two separate
categories. In case of (b), please let us know what you mean by Officials
(managers, staff, etc.) and if you wish to have access to meetings of both
(“and”) or one category (“or”).

 

Please do not hesitate to send us your clarification as soon as possible
or, in any case, within three working days. The fifteen-day time-limit for
replying to the application will start to run only from the receipt of
such clarification.
