Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
any documents in relation to officials or non-officals-staff of the EU-institutions contacting you or your predesessors as "external adressee" for whistleblowers under art. 22b of the staff regulations (incl. the previous internal norms of the Commission) including but not limited to: any correspondance from and to the whistleblower(s) including all its annexes and also any follow-up communication or notifications from and to other services also with all its annexes as well as all internal drafts and other documents related to these issues

Dear Mr Strack,
I write in response to your application of 30. July 2014 for public access
to documents ("access to information request - Art 22b SR – Contacts"),
which we process on the basis of Regulation 1049/2001.
I would like to ask you for two clarifications:
I would first like to know if your application is intended to basically
cover any situation/case in which the EU official/employee felt that s/he
was acting as a whistleblower when s/he contacted the European Ombudsman,
or, alternatively, whether your application is specifically intended to
cover only those cases in which the person concerned intended to formally
contact the Ombudsman on the basis of Article 22b of the Staff Regulation,
referred to in your application. This need for clarification is in part
due to the fact that our databases do not contain any specific meta-data
identifier for the kind of documents that you appear to request.
Second, I would be grateful to know if you consider any of your own
complaints (notably 0140/2004/(BB)PB), and the related documents, to fall
within the scope of your application.

Dear Euro-Ombudsman, dear Mr. Bonnor,
ad first question: my main purpose is to get the real art. 22b second level whistleblowings you got. But if those are very few (i.e. less than 5) it would be nice to get some of the others which you can identify. In any case for me its important to get them within the 15working day deadline to be able to use them in answering your consultation on whistleblowing.
ad second question: no (as it was done before 22b was in force and as I have those anyway).

Sehr geehrter Herr Strack,
bezüglich der Beschwerdeakte 101/2004/GG möchte ich Sie darüber
informieren, dass wir die Behandlung, gemäß Artikel 4 des Status des
Europäischen Bürgebeauftragten und Artikel 14 der
Durchführungsbestimmungen, weiterhin in Phasen durchführen müssen.
Im Anhang finden Sie die Beschwerde, die 'Opinions' und die
'Observations', jedoch ohne Anhänge. Die Schwärzungen haben wir
hauptsächlich aus anti-"spam" und aus Datenschutzgründen gemacht, aber
einige Schwärzungen dienen auch dazu, sensible Informationen über den
Versand von Nuklearmaterialen zu schützen. Zum letzteren Punkt haben wir
die Europäische Kommission konsultiert.
Viele von den Anhängen haben wir schon geschwärzt, und erwarten von daher,
dass die Entscheidung zur Veröffentlichung von den Anhängen schon nächste
Wochen getroffen werden kann.
Einige wenige Anhänge sind jedoch augenscheinlich vollständig vertraulich.
Wir bitten um Ihr Verständnis dafür, dass wir wahrscheinlich erst Anfang
November, nach internen Besprechungen, eine Entscheidung dazu treffen
können.
Bitte seien Sie informiert, dass ich nächste Woche nicht im Büro anwesend
sein werde und somit auf evtl. Rückfragen nicht direkt reagieren kann.

würden Sie mir bitte den aktuellen Sachstand im Verfahren "Dokumentenanfrage INC2014-004266" mitteilen.
Ich hatte Ihr Schreiben vom 24.10.2014 so verstanden, dass Anfang November eine weitere Entscheidung ergehen würde. Seit dem 24.10.2014 habe ich aber, wenn ich mich nicht täusche, von Ihnen in dieser Sache nichts mehr gehört.
