Dear Secretariat General of the European Commission,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents relating to the Interinstitutional Committee on access to documents mandated by Article 15 of Regulation 1049/2001, which requires that “2. The institutions shall establish an interinstitutional committee to examine best practice, address possible conflicts and discuss future developments on public access to documents.”

By way of background, I have found some early references to this Committee, in particular here: https://eur-lex.europa.eu/legal-content/... where I see it reported that the Committee met in March, April and July 2002. I note that the European Ombudsman, in a complaint taken by Access Info Europe relating to the Commission’s use of postal addresses, urged that the Commission discuss this matter in the Interinstitutional Committee, see the Conclusions in this decision from 19 December 2017: https://www.ombudsman.europa.eu/en/decis....

I have found a reference in the European Parliament Rules of Procedure, Article 122, as up dated on 15 January 2021, where it is confirmed that the “Conference of Presidents shall designate Parliament's representatives on the interinstitutional committee established pursuant to Article 15(2) of Regulation (EC) No 1049/2001.” See here: https://www.europarl.europa.eu/doceo/doc...

I have not been able to find other relevant documents in searches in the registers of the Council, Commission and Parliament, nor in searching on the internet; if more documents exist they are not easy to locate.

I therefore request copies of all documents in your possession relating to this Interinstitutional Committee from the period of the past 20 years since Regulation 1049/2001 was adopted. Given that it seems there were few meetings, this should not amount to many documents. Should the volume of documents that you hold be voluminous, I would be happy to discuss narrowing the scope of my request to key documents. I note that I am sending an identical request to the Council and the Parliament.
