Dear European Court of Auditors,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of European Court of Auditors's handling of my FOI request 'Audits of Irish funding'.

Your office has not responded in any way to my request, despite being required to do so by January 6 2012. It is now January 31 2012. I am requesting an internal review as of this date.

A full history of my FOI request and all correspondence is available on the Internet at this address:

Yours faithfully,

Mark Coughlan

Sent request to Cour des comptes européenne again, using a new contact address.

AsktheEU has received a new email address for the ECA, updated the database and have resent the original message.

The old email address was a working email (there was no bounceback), so we dont know what why the ECA have not answered.

Dear Mark,

The European Court of Auditors audits the European Commission (by policy
area) rather than individual Member States.  In the course of some audits,
we do examine the control systems within Member States, as they do have an
effect on the way the Commission oversees spending.  The results of our
audits are all publicly available on our website at:
 [1]http://eca.europa.eu/portal/page/portal/...

Since 1 January of 2010, Ireland has been touched upon in our audits for
the following special reports:

Special Report No 1/2010: Are simplified customs procedures for imports
effectively controlled?
[2]http://eca.europa.eu/portal/pls/portal/d...

Special Report No 5/2010: “Implementation of the Leader approach for rural
development”  [3]http://eca.europa.eu/portal/pls/portal/d...

Special Report No 6/2010: “Has the reform of the sugar market achieved its
main objectives?”
[4]http://eca.europa.eu/portal/pls/portal/d...

Special Report No 8/2010: "Improving transport performance on
Trans-European rail axes: Have EU rail infrastructure investments been
effective?"

[5]http://eca.europa.eu/portal/pls/portal/d... this report
mentions Ireland, since of the project audited was based there. However,
it does not mention Ireland or any member state as part of the countries
audited, it just refers to projects.

Special Report No 5/2011: “Single Payment Scheme (SPS): issues to be
addressed to improve its sound financial management”

[6]http://eca.europa.eu/portal/pls/portal/d...

Special Report No 11/2011: “Do the design and management of the
geographical indications scheme allow it to be effective?”

 [7]http://eca.europa.eu/portal/pls/portal/d... is
not one of the countries included in the sample of this report; however
the report states that every member state was “examined” through an online
survey.

Special Report No 13/2011: Does the control of customs procedure 42
prevent and detect VAT evasion?
 [8]http://eca.europa.eu/portal/pls/portal/d... Ireland is
mentioned, but it is not part of the sample.

Also, Ireland is mentioned in our Annual Report for 2010
([9]http://eca.europa.eu/portal/page/portal/...)
specifically in the following areas:

All of our audit reports are published on our website, so we invite you to
check regularly for new audit reports that may be related to Ireland.

Kindest regards,

ECA-Info
