Thank you for your information request, to which I am happy to reply.

I refer to your request dated on 18 December 2013 in which you make a request for access to documents, registered on the same date.

As part of a Joint Declaration on the signing of the Economic Partnership Agreement in 2008, the Parties agreed that a comprehensive review of the Agreement should be undertaken five years after the date of signature and at subsequent five-yearly intervals, in order to determine the impact of the Agreement.

As discussed at the CARIFORUM-EU TRADE AND DEVELOPMENT COMMITTEE that took place in Grenada in November, the current timeline and progress for the study on the implementation of the EPA is as follows:

- September 2013: Selection of the contractor and signature of the contract. The awarded contractor is the consortium B&S Consultants.
- December - February 2014: Field missions in Caribbean countries.
- April-May: Submission of the final report.

In this regard, the document requested by you still does not exist. However, once the study is finalized and published, I will be glad to send you a copy.

This procurement process was carried out by using DG DEVCO Framework Contract "COM 2011 – Lot – 1 Studies and Technical assistance in all sectors EuropeAid/ 129783 / C / SER/ multi" which is also available on DG DEVCO website at the following hyperlink:

Regarding the contractor's bid, we regret to inform that we are not authorised to disclose this type of documents because the release of such information is likely to prejudice the company's commercial interest.

Thank your for your reply, saying that no existing documents have been identified as falling under the scope of my request, that the Commission does not have the final study in its possession and does not hold any (preliminary) drafts of the future study.

So I am looking forward to receiving the final study which could answer the question if the study has consulted stakeholders, universities and parliaments in CARIFORUM countries and if the study can be used to carry out the first comprehensive CARIFORUM EPA Review, which should take place under the broad umbrella of Article 5 CF EU EPA, stating that the Parties undertake to monitor continuously the operation of the Agreement through their respective participative processes and institutions, as well as those set up under this Agreement, in order to ensure that the objectives of the Agreement are realised, the Agreement is properly implemented and the benefits for men, women, young people and children deriving from their Partnership are maximised. The Parties also undertake to consult each other promptly over any problem that may arise.
