CETA and TTIP: EC-Poland corespondence, Polish negotiation position, who had acces to proposed provisions so far
Dear Trade (TRADE),
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1) the content of all correspondence (including e-mails) between the European Commission and the Polish Government (especially Polish Ministry of Economy) on
a) the Comprehensive Economic and Trade Agreement (CETA) and
b) the Transatlantic Trade and Investment Partnership (TTIP).
2) Polish negotiating positions or other documents presenting the opinions of the Polish authorities on the proposed provisions of CETA and TTIP agreemnets regarding to intelectual property, held by the Commission.
3) what individuals and organizations (private, social or public) have so far (up to the date of application) access to all or part of the proposed proviosions of CETA and TTIP agreements. Please give me:
a) the names of these institutions and the names and positions of persons,
b) date of availability of documents,
c) their scope and
d) the purpose of availability, as well as
e) the legal basis on which this access was granted.
If the requested documents were conducted in more than one language, please, make available all versions. Please provide those documents in .odt and .pdf formats.

We refer to your request of 23/02/2014 in which you make a request for access to documents, registered on 03/03/2014 under the above mentioned reference number.
Your application is currently being handled. However, we will not be in the position to complete the handling of your application within the time limit of 15 working days, which expires on 24/03/2014.
An extended time limit is needed as your application concerns potentially very large number documents. In addition majority of the documents requested originate from Member State which must be consulted in line with Article 4(4) of the Regulation.
Therefore, we have to extend the time limit in accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding public access to documents. The new time limit expires on 14/04/2014.

We refer to your request with reference number 2014/1209.
Your application concerns a large number of documents, which need to be assessed individually. Such a detailed analysis cannot be carried out within the normal time limits set out in Article 7 of Regulation 1049/2001.
However, Regulation 1049/2001 provides for a possibility to confer with applicants in order to find a fair solution when an application concerns a very large number of documents. Article 6(3) provides that "in the event of an application relating to a very long document or to very large number of documents, the institution concerned may confer with the applicant informally, with a view to finding a fair solution". Based on this provision, and having consulted the units in charge of collecting the material, we would like to propose you middle of July as a new deadline.
