China-Related Initiatives and Correspondence with Reference to Chinese Cooperation
Dear European External Action Service,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
records related to the involvement of Mrs. Krzeminska Vamvaka in China-related initiatives, specifically in the context of the cooperation between OLAF, DG TRADE, and the General Administration of Chinese Customs (GACC)
1. Mrs. Krzeminska Vamvaka’s Involvement in China-Related Initiatives
- Scope: All records, documents, emails, or reports detailing Mrs. Krzeminska Vamvaka’s involvement in any China-related projects during her tenure at DG TRADE or any subsequent roles.
- Any participation or correspondence related to the undervaluation fraud that was part of this arrangement, which involved cooperation between OLAF and Chinese authorities to combat customs fraud and undervaluation of imports.
- Any role in furthering cooperation between the EU and China, particularly in projects or initiatives related to customs investigations, trade compliance, or fraud prevention.
2. Correspondence and Communication
- Please provide records from January 1, 2013, to the present
- Any correspondence (emails, memos, reports) between Mrs. Krzeminska Vamvaka and:
- Officials from China, including the GACC, concerning customs fraud investigations, trade discussions, or the 2015 cooperation agreement on undervaluation fraud.
- European institutions, particularly OLAF and DG TRADE, regarding initiatives involving **Mr. Giovanni Kessler and Chinese authorities.
- Communications related to OLAF’s appointment of a liaison officer in Beijing in 2015 and any subsequent projects or engagements.
3. Project Involvement:
- Any records or project reports listing Mrs. Krzeminska Vamvaka as a contributor, participant, or correspondent in relation to China-related projects initiated by OLAF or DG TRADE, particularly under the guidance of Mr. Kessler’s cooperation with Chinese Customs and related trade initiatives.
4. Other Relevant Initiatives
- : Any additional projects, initiatives, or meetings in which Mrs. Krzeminska Vamvaka was involved that relate to China’s customs policies, fraud prevention, or trade relations, especially those stemming from the Strategic Administrative Cooperation Arrangement signed by Mr. Kessler in 2015
