Dear Mr Haar,

We refer to your email dated 27/02/2014 in which you make a request for
access to documents, registered on 05/03/2014 under the above mentioned
reference number.

Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 26/03/2014.

An extended time limit is needed as large files have to be examined and
assessed in order to retrieve the documents requested.

Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 16/04/2014.

We apologies for this delay and for any inconvenience this may cause.

Yours faithfully,

Dear Internal Market and Services (MARKT),

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Internal Market and Services (MARKT)'s handling of my FOI request 'Communication with EBF preparing the recovery and resolution directive'.

The request was sent in late February, and concerned communication between DG MARKT and a working groups set up by the European Banking Federation. The issue - and consequently the request - was very specific, and could be addressed very quickly. Therefore, I see no justification for any further delay.

I have written many requests for documents to EU institutions over the years, and I fully respect the need for requests to be as precise as possible in order to speed up the procedure. However, it seems not even very precise requests can be handled within the time specified in the relevant regulation, which is deeply disappointing.

A full history of my FOI request and all correspondence is available on the Internet at this address: http://www.asktheeu.org/en/request/commu...

Yours faithfully,

Kenneth Haar
