There is no reason for them not to answer your request. We suggest you reply to them stating Article 6.1 of directive 1049/2001 that states you can make a request using 'any written form'.

Dear Sirs,

While I appreciate the availability of the form on your website, I
do not wish to submit my request using that method, nor is there is
an obligation for me to do so under Regulation 1049/2001. I submit
that my request is "any written form" as per:

Article 6:

Applications for access to a document shall be made in
any written form, including electronic form, in one of the
languages referred to in Article 314 of the EC Treaty and in a
sufficiently precise manner to enable the institution to identify
the document.

I look forward to hearing from you in the time period prescribed by
the Regulation.

When a request is classified as information not held, it is usually for one of two reasons. Either the information exists but it is not held by the institution, or the information simply does not exist. In this particular case, the ECB has checked their records and found no communication from the ECB to the Spanish Finance Minister in the time period mentioned.

AsktheEU.org would consider this a satisfactory response as it appears that the ECB has made a good faith attempt to locate the documents and not found anything of relevance.
