Dear European Food Safety Authority,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Comparison of Spain with the countries of Europe on the abandonment of animals, especially dogs and cats. Solicitous:

Rules of each member country on animal abandonment and record of each European country on:

• Total of the number of dogs and cats abandoned, lost and homeless in the years 2013, 2014 and 2015 to date.
• Type of race they are.
• Where come and destinations of those animals, especially protective, kennels and shelters or nonprofit.
• List of those that have been recovered by their owners.
• Report the time from which the animal is collected, regardless of where it comes from, until he finds a fixed destination. This report to compile time each of the animals.

data providing a “comparison of Spain with the countries of Europe on the

Dear Ms Sánchez,
 
I refer to your request for information of 13 June 2016, by means of which
you requested information on whether EFSA is in the possession of data
providing a “comparison of Spain with the countries of Europe on the
abandonment of animals, especially dogs and cats”. In particular, your
request covered the “rules of each member country on animal abandonment
and the record of each European country”. We would like to address your
request as follows:
 
As the reference body for risk assessment of food and feed safety in the
European Union, EFSA delivers scientific opinions that play a key role in
informing risk management decisions at European Union level. According to
Article 22 of Regulation (EC) No 178/2002, EFSA provides scientific advice
and scientific and technical support for the legislation and policies of
the European Union (EU) in all fields that have a direct or indirect
impact on food and feed safety. It provides independent scientific advice
to the European Commission, European Parliament and Union Member States on
all matters within these fields and scientific and technical support at
the request of the Commission; further, it acts with a view to the
identification of emerging risks and it communicates in the fields within
its mission.
 
As such EFSA is not competent for collecting records with regards to the
abandonment of domestic animals in the EU. Therefore, we regret to inform
you that EFSA is not in the possession of a list of legislation
applicable in the EU Member States regarding this subject.
It’s in the remit of Members States of the European Union to collect this
information.
 
You may wish to contact the national competent authority in your Member
State in order to obtain this information.

General in charge of Health and Food Safety (DG SANTE) in which you will
find useful information about the movements of pets in the European Union
