We enclose a copy of the letter by Vice President Barrot to Commissioner Rehn of 30 May 2005 where the first four paragraphs which concern the general travel arrangements between Mrs Barrot and Rehn have been made accessible.
The personal data in the expunged part of the sixth paragraph of this letter, in particular the name and the function of the person to whom this paragraph refers, are not the subject of this request for access to documents.
We note that that the expunged part of the sixth paragraph of this letter, as well as replies from Commissioner Rehn to Vice President Barrot, are the subject of the confirmatory application which you transmitted on 18/11/2013, and which is being dealt with by the Secretariat General of the European Commission.

You state that the letter from 2005 falls within my confirmatory application and not under the current request.
The confirmatory application concerns a letter from Commissioner Rehn to VP Barrot of June 2005 concerning Romania/child protection:
"Furthermore, you state that no replies by Commissioner Rehn to VP Barrot were found. I hereby hand in a confirmatory appeal and request you to once more check the archives. Further research from my side indicates that such a letter was sent in June 2005. I kindly request you to disclose this letter, including its annexes."

However, the current request is about a letter from Commissioner Rehn to VP Barrot from May 2005 and concerns travel arrangements.

I am writing to request an internal review of Enlargement (ELARG)'s handling of my FOI request 'correspondence Commissioner Rehn/VP Barrot conc. travel arrangement'.
Considering the fact that VP Barrot (Transport) was trying to influence Commissioner Rehn/DG Enlargement's position on children's rights/intercountry adoption in Romania, I am of the opinion that there is an overriding public interest to disclose the letter of 11 May.
Proof of this attempt to influence Commissioner Rehn was provided to me under another Ask the EU request, for which - after a Confirmatory Application - I received this letter from Secretary General C. Day:

This particular mail from VP Barrot to Mr. de Combret indicates that Barrot's efforts had effect, as apparently Commissioner Rehn was working on changing the attitude of his Services:

Through another request - also after Confirmatory Appeal - I received more correspondance between VP Barrot and Commissioner Rehn:

In view of transparency and accountability I am of the opinion that all correspondance between VP Barrot and Commissioner Rehn from that period should be made available to the public.
I fail to see how such correspondance can be considered private, if letters are with letterheading of the Cabinet, registered and all, and when the offered visit at stake includes a visit to the Prime Minister and the Minister of Transport in Finland.
