I also request all the documentation including correspondence from, to and within the Cabinet of the Commissioner for Transport including the Commissioner himself between January 1st 2012 and April 30th 2014 which relates to international negotiations over the creation of an ICAO global market-based mechanism for aviation and a Framework for regional action.

Dear Ms Cann,
 
Following our letter of 13 November, we would like to thank you for your
understanding regarding the limitation of the relevant time period for the
requested documents.  In this context, we would like to inform you that
the processing of your request requires us to consult with many third
parties, pursuant to Article 4, paragraphs 4 and 5 of Regulation (EC)
n° 1049/2001.
For this reason, it will most likely not be possible to complete the
analysis of these documents within the normal timescales set out in
Article 7 of Regulation (EC) n° 1049/2001 (deadline of 9 January 2015).
 
Pursuant to Article 6, paragraph 3, of Regulation (EC) n° 1049/2001, we
propose to process your request on a step-by-step basis.  You will receive
at regular intervals a series of documents as we receive the necessary
authority from the relevant third parties or a reply providing
justification of the reasons why certain documents cannot be released. 
For these reasons, we need to extend the deadline to 27 February 2015.

I am writing to request an internal review of Mobility and Transport's handling of my FOI request 'Directive 2008/101/EC, Decision 377/2013/EC, the proposed Directive 2013/0344 and Regulation 421/2014'.

This request was tabled on 30 October 2014 and one year on, I still do not have a clear sense from you as to whether I should expect further documents. The last message from you dated 14 August 2015 said "Because of the holiday break and in the absence of our colleague in charge of the corresponding file, we are unable to give you a quick answer. We are therefore asking you kindly to extend the delay for receiving the response till 10 of September." I have received nothing since, despite sending a reminder.

I have been extremely patient in waiting for this request, understanding that it required complex searches, but I am very disappointed with the way in which DG Move has handled this. One year is not an acceptable time to answer an access to documents request!

I hope to hear from you very promptly and to receive any further documents related to my original request.
