Dear Mr Henning,

Your applications for public access to documents related to the 14.04.2022
meeting between MEP Elisabetta Gualmini and various stakeholders regarding
the planned Platform Work Directive was registered on 20 April 2022.

As a preliminary remark, we would like to draw your attention to the fact
that the scope of Regulation (EC) No 1049/2001, as defined in its Article
2(3), extends only to existing documents held by an institution. In
Parliament's case, this means that Parliament only holds such documents as
have been drawn up or received by the institution, that is, by
Parliament's officers, governing bodies, committees, delegations or the
administration in general (see [1]Rule 122 of the Rules of Procedure). On
the other hand, Parliament as an institution has neither access to, nor
does it control, documents drawn up or received in the private offices of
MEPs, who act autonomously in the exercise of their free mandate.

With regard to the documents you are interested in, and notwithstanding
the fact that such correspondence may have occurred via the MEPs' official
Parliament email address, the above means that Parliament as an
institution has no access to, and does not hold those documents.

If you are generally interested in lobbying activity, you may also find
relevant information on the Union's [2]Transparency Register. If you are
interested in lobbying on a specific file, you can generally follow the
meetings declarations of directly involved MEPs (see [3]Rule 11 of the
Rules of Procedure), or look at the declarations regarding third parties
from whom the rapporteur has received input, which may be annexed to
committee reports (see [4]paragraph 6 of Article 4 of Annex I to the Rules

The time limit for responding to your application for public access to
documents under Regulation (EC) No 1049/2001, as registered on 20 April
2022, expires on 12 May 2022.

However, our consultations are taking longer than expected, so that
Parliament must exceptionally extend the time limit provided by Article
7(1) of Regulation (EC) No 1049/2001 by a further 15 working days in
accordance with Article 7(3) of that Regulation in order to reply to your
application.
