DWP Detachment of earnings legality uk (DEA)

Dear European Court of Justice,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1. Legality of DWP Detachment of earnings dwp state `The Welfare Reform Act 2012, which became law in March 2012, allows DWP Debt Management, part of the Department for Work and Pensions (DWP) to ask you as an employer, to make deductions directly from a customer's earnings`. This is clearly a statute not a Law as they state.
2. Is this a violation of Human rights, as the DWP uk bypass the court system to avoid a person defending against the DEA on a persons earnings.
3. Is the UK dwp qualified to make a judgement by forcing employers to take money from a persons earnings without proof of debt whilst avoiding a qualified judges order.
