Dear Mr Hai,
Following your application, under Regulation (EC) No 1049/2001, for public
access to any documents indicating whether the Northern Ireland Protocol
breaches Article 3 of Protocol 1 to the Convention for the Protection of
Human Rights and Fundamental Freedoms, Parliament informs you that it does
not hold any such documents. For that reason, Parliament is not in a
position to disclose the requested documents.
However, our Parliamentary Research Service (EPRS) has issued various
publications related to the Northern Ireland Protocol. They can be
accessed by using the keywords "Northern Ireland Protocol" in the search
function available at

If you can demonstrate that the EU parliament is a legislature for Northern Ireland then the lack of NI voting rights is a breach of article 3 of protocol 1 of the European Convention of Human Rights.
