Dear Ms Luciani,
We refer to your application dated 23 September 2020, registered on 24
September under the above-mentioned reference number, in which you make a
request for access to:
- The details of the programmes (spending, projects,
beneficiaries, etc.) set up in Azerbaijan between 2013 and 2020, as part
of the EIDHR
- The Compendium between 2013 and 2020 of the EIDHR
- The Annual Action Programs of the EIDHR (in Azerbaijan)
- The Calls for Proposals of the EIDHR in Azerbaijan
- List of EIDHR non-confidential projects 2013-2020
Regarding the first indent of your request, all non-confidential data
including details of projects, is directly available on [1]EU Aid
Explorer. To identify European Instrument for Democracy and Human Rights
(EIDHR) projects, you can use relevant sector codes such as human rights,
elections, democratic participation and civil society, gender etc.
In respect of the second indent of your request, please note that there is
no ‘compendium’ for EIDHR. Nevertheless, here are links to the most
important and recent programming documents, and the most recent evaluation
of EIDHR:
- [2]EIDHR Regulation: Regulation (EC) No 1889/2006 of the
European Parliament and of the Council of 20 December 2006 on establishing
a financing instrument for the promotion of democracy and human rights
worldwide;
- [3]Current EIDHR Regulation: Regulation (EU) No 235/2014 of the
European Parliament and of the Council of 11 March 2014 establishing a
financing instrument for democracy and human rights worldwide;
- [4]EIDHR Multiannual Indicative Programme 2014-2017;
- [5]EIDHR Multiannual Action Programme 2016-2017;
- [6]2017 Mid-term review of EIDHR;
- [7]EIDHR Multiannual Indicative Programme 2018-2020;
- [8]EIDHR Multiannual Action Programme 2018-2020.
Annual Action Programmes, to which you refer in the third indent of your
request, do not exist for EIDHR on country level. Country-specific
interventions are mostly planned under the Country-Based Support Schemes
and the annual global calls for proposals, covered by the financing
decision on the Multi-Annual Action Programme.
Finally, all relevant information on EIDHR calls for proposals is
available in the [9]Commission’s website for calls for proposals and
tenders.
Yours faithfully,
