Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I would herewith like to ask for access to the following:

- all correspondence (including email) since 1st January 2015 between the Commissioner for Energy and/or his cabinet and/or officials and representatives of DG Energy on one hand and representatives of Enagas, Transport et Infrastructures Gaz France (TIGF), and/or French gas TSO GRTgaz.
- list of meetings (since January 2015) between officials and representatives of DG energy on one hand and representatives of Enagas, Transport et Infrastructures Gaz France (TIGF), and/or French gas TSO GRTgaz.
- minutes of the meetings mentioned above
I would like to make clear I prefer you produce the documents on a rolling basis.
At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
To the extent possible, we prefer the documents in electronic format. Documents that cannot be sent in electronic format should be sent to Corporate Europe Observatory, Rue d’Edimbourg 26, 1050 Brussels.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial release of documents, in case of partial exemption according to article 4.6.

I refer to your Access to documents request below registered as Gestdem
2017/2843.

In view of the above, please find attached the correspondence identified
by the Directorate General for Energy as falling within the scope of your
request with the personal data removed (blackened).

 

In 2015, the High Level Group for Interconnections in South-West Europe
has been set following the Madrid Declaration signed by President of
France, Prime Minister of Spain and Portugal and the President of the
European Commission. Therefore, meetings took place at the following
dates: 15 April,18 May, 04 September, 16 October, 25 November.

The High Level Group met regularly to discuss and agree on the Memorandum
of Understanding and on the first progress report, which you can find
online at:

In the context of the High Level Group, the Director General for Energy
also met on 05/01/2015 Thierry Trouvé, CEO of GRTgaz and on 23/11/2015,
Mr. Folgado Blanco, CEO of Redlectrica.

Also in the context of the High Level Group, the Commission launched a
study on the benefits of additional gas interconnection between the
Iberian Peninsula and the internal energy market. The study was performed
by Ramboll and the results of the study are attached. The consultant was
in regular contact with Enagas, TIGF and GRTgaz on the particular aspect
on additional interconnections between the Iberian peninsula and France.

 

In addition, the second list of projects of common interests has been
adopted in 2015. Therefore, the regional group North- South
Interconnections in Western Europe met several times to discus and agree
on the regional list of projects of common interest, in presence of the
project promoters. Enagas, TIGF and GrtGaz had several candidates projects
of common interest. Meetings of the NSI West gas regional group took place
on the following dates: 2 March, 31 March, 27 April and 14 September.
These meetings are open to stakeholders. I copy here the minutes of the
NSI West gas meeting of 2nd of March. No other formal minutes have been
established.

 

Last but not least, in 2015, the Commission launched a public consultation
on LNG and storage and on the revision of the Security of Supply
Regulation. Grtgaz, sent answers to these public consultations. You can
find the answers received attached to this email. Enagas and SNAM
(shareholder in TIGF) also sent an answer to the public consultation on
the revision of the security of supply regulation. You can find them
attached.
