Estimating displacement rates of copyrighted content in the EU

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
According to http://ted.europa.eu/udl?uri=TED:NOTICE:..., the European Commission Directorate-General for the Internal Market and Services awarded the company Ecorys Nederland BV with a contract to estimate the displacement rates of copyrighted content in the EU.
The Contract Number is MARKT/2013/110/B2/ST/OP.
I am requesting all information containing the public tender, the offers received, the selection process and especially all information (by the Commission and by Ecorys) in connection with the contract. This may include but is in no way limited to documents submitted by Ecorys to the Commission.

I am filing the following confirmatory application with regards to my access to documents request 'Estimating displacement rates of copyrighted content in the EU'.
The access to documents request was filed on July 27, 2017 and registered on July 28, 2017. The SG extended the time limit on August 21, 2017 for another 15 working days. This extended time limit expired on September 11, 2017.
On September 11, 2017, DG GROW informed that the reply could not be signed on that day, implying that the only thing missing from completion of this request would be a signature by "the hierarchy".
A week has passed and no reply has been received. In accordance with Article 7 (4) of Regulation 1049/2001, I am making a confirmatory application.
