Dear European External Action Service,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1) The list of trainings delivered by EU agencies (including Frontex) to the Lebanese Armed Forces, since August 2019.

2) Any training material for the Lebanese Armed Forces in the field of border management (trainings delivered by EU agencies, including Frontex), since August 2019.

3) Any communication between EEAS and the international organisation named “International Centre for Migration Policy Development” (ICMPD), relating to Lebanon, since August 2019.

4) The content of the Power Point presentation delivered by the Lebanese Army in occasion of the conference held in Amman in December 2021 and that saw the participation of the Arab Interior Ministers Council (AIMC), Frontex, and the EEAS. According to material released through Freedom of Information Requests, EEAS had four delegates at the event, and they should have retained a copy of this presentation by one of their key partners in the region. The presentation was sent by the Lebanese army via email (email’s object “Consolidated PPt Lebanon” on December 1, 2021 at 8:02:40 AM and named “EABSC 2021.pptx”).

I would like to receive these documents in a digital, open and reusable format. To do this, please provide a download URL or send them to me as an attachment.

In the case the EU body recipient of the request has not been correctly identified, please forward the request to the EU body which holds the requested documents or, in case this is not possible, please share with us the name of the EU body which holds the requested documentation.

I am filing the following confirmatory application with regards to my access to documents request 'EU Border Management Activities in Lebanon'.

On September 14 we received a response saying EEAS holds no related document. We know EEAS is responsible for training programmes of several non-EU armies and security forces, and material released through the aforementioned FOIR confirmed the presence of four EEAS delegates at the Euro-Arab conference on security in 2021. We therefore believe you should be in the position to disclose related documents.
