EU payments to Ukraine in late 2013

Dear Foreign Policy Instruments Service (EEAS),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information: did the European Commission authorise any payments of EU financial assistance to Ukraine in or after November 2013?

This information is important to me, and to our red ears, because I am researching an article for my medium, EUobserver, on EU foreign policy with respect to Ukraine and the current crisis.

But I am struggling to get a clear answer on this subject from normal press sources.
