Subject:      Your application for access to documents – GESTDEM 2020/5952

Dear Sir,

We refer to your email of 7 October 2020 in which you make a request for
access to documents, registered on the same date under the above mentioned
reference number.

The description given in your application does not enable us to identify
concrete documents, which would correspond to your request.

We therefore invite you, in accordance with Article 6(2) of Regulation
(EC) No 1049/2001 regarding public access to documents, to provide us with
more detailed information on the documents you request, such as the dates
or periods during which the documents would have been drawn up, as well as
what kind of specific information is of interest to you. Additionally, it
would be helpful if you could specify the objective of your request to
enable us to identify any relevant material that would fall under its
scope.

If you need assistance in clarifying or specifying your application, you
can contact us: [1][email address]

In accordance with the third paragraph of Article 2 of the Detailed rules
for the application of  Regulation (EC) No 1049/2001 [2]^[1], the deadline
of 15 working days for handling your application will start running when
we receive the requested clarifications.

Thank you in advance for your understanding.

Yours faithfully,

Dear Madam, Sir,

I am a bit puzzled by your request for clarification. My description was pretty clear so I do not quite understand why it "does not enable" you "to identify concrete documents".

Are you saying that when providing a) the reference number that is used in the Financial Transparency System, b) the title, c) the year, and d) the budget size of two EU-funded programmes - that this is not enough information to find any "concrete documents"? That makes me a bit worried about the state of document management.

Nevertheless, to help you find the documents, I will copy-paste the full information that is in the FTS, below this e-mail.

The answer to your question about "the dates or periods during which the documents would have been drawn up" should be quite clear from the years that I included in the description. These years are the year for which these two programmes have been registered in the Financial Transparency System.

I am an investigative journalist, so the objective of my request is to see how public money is spent. As for "what kind of specific information is of interest to you" - that is something that a journalist cannot say before he has seen the information. I first have to see what information there is, before I can decide which specific information is of interest to tell the reader about.

In conclusion, if this is not enough to help you find the documents, it would help if you could clarify your request for clarification. What exactly is impeding your ability to find concrete documents?

Sincerely,
Peter Teffer
