Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

All documentation available related to projects funded by the EU in partnership with Northern Rangelands Trust in Kenya including but not limited to these initiatives:
-The EU Kenya Rangelands Ecosystem Services Productivity Program (RangER) (2020-2024)
-The EU “Ustahimilivu Consortium” (2020-2023), including all documentation available related to the 9-6 mobile ranger team
-The Community Policing Initiative (CPI) (2018-)

In particular, the documentation should include the funding contract, the project notes, mission and technical reports, funding notes, budget, assessments, and NRT accounts.

I am filing the following confirmatory application with regards to my access to documents request 'EU projects with Northern Rangelands Trust in Kenya', GESTDEM 2022/4536.

The documents you have provided include some narrative and financial reports, but I have noted the absence of any supporting financial documents to the European Commission’s grants to NRT, especially NRT’s audited accounts. I had included these in my initial request, and would like you to review this part of my request and provide any financial information as provided by NRT, specifically its annual accounts, in support of its grant applications to the Commission.

In addition, based on Article 4(2) of Regulation (EC) No 1049/2001, I would like you to review your position on the parts that are redacted for commercial interests purposes in documents n° 2, 7, 10, 13, 14, 16, 24, 25, 31 and 33 as listed in Annex 1. I believe that there is indeed an overriding public interest in the full disclosure of these documents. As you are aware, NRT is facing allegations of human rights abuses, as developed especially by the Oakland Institute. Given the risk that money from the European Union has been linked to these violations, it is crucial and of public interest that the redacted information is disclosed. The functions, salaries and justifications for the employment of people who have been accused of committing these human rights abuses is information directly linked to this. The clarification of the links between EU funding and human rights violations must override the commercial interests of NRT.
