EU Spending on ROMACT and ROMED

Dear Budget (BUDG),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

A Europa press release from today (02/10/14) - IP/14/1079 - states "The ROMACT programme is jointly funded by the European Commission and the Council of Europe".

I should like to know

(a) how much the European Commission has contributed to the budget of the ROMACT programme since its launching in October 2013.

(b) how much the European Commission will contribute to the budget of the ROMACT programme before the programme ends in 2016.

Answer given by Mr Andor on behalf of the Commission
The ROMACT programme started in October 2013. It is an initiative
implemented by the Council of Europe which is co-funded by the Commission
and the Council of Europe for a total amount of EUR 1 050 000. Between
October 2013 and January 2014 the programme was launched in Hungary,
Bulgaria, Romania, Slovakia and Italy. Detailed figures in terms of
financial allocations per country and municipality will be available only
at the time of the midterm evaluation of the programme, as the amount
which the Commission allocated to the programme is not pre-distributed per
country.

Taking into account the evaluation of the first phase of implementation of
the ROMACT programme the Commission aims at extending the programme in
other countries and municipalities. As of today however funding which will
be allocated to the ROMACT programme and other initiatives aimed at Roma
integration from now until 2020 will be decided in the course of the
successive annual budget procedures. However, it should be stressed that
EU funds[3](1) are available at national level to support Roma inclusion,
but Member States are responsible for allocating and implementing funding
for specific integration projects.

The Commission expects that through addressing some of the obstacles to
successful Roma integration at the local level the ROMACT programme will
enable municipalities to take effective measures for Roma inclusion. The
ROMACT programme is also expected to help mobilise national and EU funds
for that purpose.
