I understand that full time European Court of Auditors staff are given in-depth training in the application of both public procurement and state aid rules.

I'm eager to learn more about both topics and feel ECA documents would be an excellent pointer to the main areas on which to study. With this in mind I request the latest copies of:

2) ECA staff guidance on public procurement
3) ECA staff training slides on state aid and

Dear Mr Syme,

From your request of access to information, addressed on 25 January 2015
to the European Court of Auditors (ECA), we understand that you are
interested in improving your knowledge of the areas of State aid and
public procurement.

At the ECA we do not have staff guidance on public procurement and/or
State aid which would meet such a general learning objective. Our internal
documents are adapted to the specificity of the auditors’ work to examine
the European Union’s accounts of revenue and expenditure and to verify the
legality and regularity of the underlying transactions, as well as sound
financial management.

The internally developed trainings referring to those topics are also
tailor made to meet the specific needs of our auditors and are more
focused on case studies arising from the auditors’ work rather than giving
a general overview or in depth training in the areas of State aid and
public procurement.

Moreover, it is worth mentioning that for deepening and updating their
knowledge on State aid and public procurement, ECA staff attend training
courses developed and presented by external providers. Many of those
courses are also open to lawyers/students who are not working for the EU
institutions. As the ECA is not the author of the relevant training
material, we cannot provide you with the slides of those trainings.

procurement serving your learning purpose, you may find it useful to
